Beat together the cream cheese, sugar and vanilla until creamy, set aside. In a large bowl beat the cold cream until stiff peaks appear, set aside.
Add milk and gelatin to a pot and heat until dissolved. Fold into cream cheese mixture. Spread jam inside tarts and top with cheesecake filling. Chill overnight.
